Also I think this shouldn't be a pen. Line should be out. Like I know it isn't, but I think it should be like the blue line in hockey.

The ball went out of play at 9:58 on the game clock. at 12:15 he came back out to award it.
It wasn't taken until 13:30.
So even if you count a full minute as a "usual" time it takes to set up a pen, that's still another two and a half minutes of dead time for a call that should have taken 15 seconds to make on review.
Admittedly a long part of that was due to arguing by Kroos. But yeah, it should have gone faster
